Consequences follow from that and are reported rather than hidden — word overlap measures shared vocabulary and not meaning, so two differently worded messages about the same fact are not recognised as duplicates, and trimming cuts at a sentence boundary and can therefore remove the point of a long message. Protected messages are never dropped, so a budget smaller than the protected content cannot be met; the response then says budget_met false and reports the shortfall instead of discarding something it promised to keep.",
